MONAGHAN TOWN TEAM CONSTITUTION
TITLE
The name of the Association shall be Monaghan Town Team.
AIM
The aim of the Monaghan Town Team is to input to the development and implementation of the Town Centre First Masterplan to facilitate the creation of a whole of town and environs plan that will facilitate Monaghan to function as a viable, vibrant, assessable, inclusive and attractive location for people to live, work and visit, while also functioning as the business, service, social, cultural and recreational hub for the local community.
OBJECTIVES
The objectives of Monaghan Town Team are to support a strategic and co-ordinated approach to the regeneration of Monaghan ’s town and environs as required. It includes a particular focus on measures to achieve these objectives while taking into consideration the following: -
· To identify and apply for funding opportunities to bring objectives identified in the Town Centre First Masterplan to fruition.
· To support Monaghan County Council and other agencies to address vacancy and dereliction, to create a more vibrant and viable place, through greater occupancy for residential and commercial purposes and to encourage business and footfall.
· To identify means of creating an attractive public realm (streets, spaces and parks) that is designed to invite people to meet, mingle and dwell.
· To support a variety of services/shops that provide employment opportunities, enable people to shop locally and meet the needs of the local and surrounding communities.
· To support a range of cultural, recreational and community spaces (that includes scope for periodic events and festivals) that bring together community members and attract visitors/tourists.
· To support the provision of a well-maintained building stock that creates visual interest and animates streets and spaces.
· To conserve, adapt and highlight historical buildings and streetscapes that provide the town with a unique identity.
· To promote attractive vibrant places for enterprises to grow and develop.
· To influence the provision of connectivity and accessibility to sustainable modes of transport, enabling a high proportion of journeys to be made by foot and/or bicycle from the immediate hinterland (e.g. the ‘10-minute town’ concept).
· To support a traffic management plans within central areas so that streets prioritise vulnerable users (pedestrians and cyclists), enabling them to move about safely and in comfort.
· To support the provision of a mix of housing typologies and tenures to cater for diverse communities in terms of age, income and mobility.
· To utilise digital technology to enhance the experience of living and working in towns, enabling greater choices in terms of location and lifestyle.
· To provide opportunities for the amenity, health and well-being of residents, workers and visitors.
· To promote and encourage suitable social, recreational and cultural activities for the community, visitors and their families.
MEMBERSHIP RIGHTS
· The town team comprises of representatives from a range of sectors outlined in appendix A.
· Town Team members do not represent themselves but rather a collective voice for the community of Monaghan under the Town Centre First Scheme.
· Membership shall be open to all, irrespective of their race, appearance, colour, ethnic or national origin, sex, marital status, disability, sexual orientation or religious belief.
· The Monaghan Town Team Committee shall be Non-Party-Political and Non-Sectarian.
· Membership is open to all as outlined in Appendix A.
· The Monaghan Municipal District will provide administrative support to the Town Team and will keep a register of members.
FUNCTIONING OF TOWN TEAM
The Chairperson and Vice-Chairperson shall be elected at the Annual General Meeting.
In the event of a person resigning from the Town Team, the remaining team members may co-opt another member to fill the position in line with Appendix A.
A Team Member who absents him or herself from three consecutive meetings without valid reason shall be deemed to have resigned from the Town Team.
ELECTION OF CHAIR/VICE CHAIR (officers)
The election of The Chairperson and Vice-Chairperson will be carried out by in line with the following:
· Expression of Interest in position/s sought.
· Voting by full committee.
· Highest number of votes secures position.
· If a tie situation name is drawn.
DECISION MAKING
There is collective responsibility for the work carried out by the Town Team therefore, in as far as possible
· decision making should be by consensus.
· where there is a split decision and consensus cannot be achieved, a space for additional dialogue should be facilitated by the Town Team members to debate the issue.
· majority vote will be carried when all other options to agree consensus has failed.
· All members of the Town Team must support the decision made and at that point work together on the issues as agreed by majority of the committee.
· Information discussed within the Town Team to be treated as confidential unless agreed otherwise.
SUB-COMMITTEE MEETINGS
The Town Team may arrange / setup a sub-committee for a specific purpose. The Town Team constitution shall apply with necessary alterations, to all Sub-Committee meetings. Members attending the sub-committee meeting shall report back to the Town Team meetings. Any decisions affecting funding or policy of the Town Team shall be brought to the full Town Team meeting for decision.
TOWN TEAM MEETINGS
Following direction from the Chairperson, all meetings shall be convened by the Monaghan Municipal District, who shall give due notice of dates and times of such meetings to each committee member.
A quorum for Town Team meetings shall be 50% plus one of membership and at least one officer. The Monaghan Municipal District shall keep minutes of meetings and records of attendance.
ANNUAL GENERAL MEETING
The Annual General Meeting of Monaghan Town Team shall be held 12 months from the official formation of the Town Team i.e. during the month of September each year. Published Notice must be given to the public and every member of the committee at least 28 days prior to the AGM.
All members of Monaghan Town Team may submit motions for discussions at the AGM. Such motions must be received by the Monaghan Municipal District not later than 14 days prior to the meeting.
SPECIAL GENERAL MEETING
A Special General Meeting may be called by the Chair/Vice Chair or by requisition signed by not less than seven ordinary members of the Town Team, delivered to the Monaghan Municipal District, who in turn must call such a meeting within 2 weeks from the date or receipt of such requisition. Only the business stated in the requisition may be debated at the Special General Meeting, and details of the said business should be included in the notice of meeting sent to all members.
VOTING RIGHTS AND QUORUM
A quorum for an Annual or Special General Meeting shall be 50% plus one of membership and at least one officer present. If a quorum is not reached, the meeting shall be re-convened, and all members informed of the new date and venue. Those present at a re-convened meeting shall constitute a quorum.
At all General Meetings, each attendee will have one vote only.
Voting at all General Meetings may be
· show of hands, or
· secret ballot.
· as deemed appropriate for the decision-making subject matter.
DISSOLUTION
The Monaghan Town Team may be dissolved only by the vote of not less than 50 % plus one present at a Special General Meeting called for that purpose.
ACCEPTANCE OF RULES
Membership of the Monaghan Town Team shall imply the acceptance of each and all of these rules, and any additions and/or alterations, which may be agreed to at General Meetings.
INTERPRETATION
The Monaghan Town Team for the time being shall have full power to decide any question for which no provision is made for in these rules and shall be responsible for proposing the appropriate amendment at the earliest possible time.
AMENDMENT OF RULES
These rules shall not be amended, added to, or otherwise altered in any way, save with the consent of at least 50 % plus one of the members present and qualified to vote at the Annual General Meeting or Special General Meeting called for that purpose in accordance with these rules.
